Concept is the active stage. The website explores possible mobility outcomes, network relationships and interchange principles. It does not assert that routes are technically feasible, that sites have been selected or that any public authority has endorsed the proposal.
What each stage means
- Concept
- An early proposition used to explore the problem, potential network and public value. This is the current CapeTrainX stage.
- Feasibility
- Structured technical, demand, environmental, economic, legal and delivery testing. This has not been completed.
- Approved
- Formal decisions by every relevant authority. No approval is claimed.
- Funded
- Committed, sufficient and appropriately governed finance. No funding is claimed.
- Procurement
- A formal process to appoint delivery partners or acquire works and services. Procurement has not started.
- Construction
- Authorised physical delivery after the necessary preceding stages. Construction has not started.
- Operational
- A commissioned passenger service. CapeTrainX is not operational.
What responsible progression would require
Future work would need credible evidence, collaboration with affected communities and institutions, alignment with planning frameworks, transparent costs and risks, environmental assessment, statutory approvals and a viable funding and operating model.
